Lucas Davenport, an investigator with Minnesota's Bureau of Criminal Apprehension, takes on a case at his adopted daughter Letty's request. The investigation begins when Letty's friend Skye, a traveler she met in San Francisco, reports her companion Henry missing.
What starts as a missing persons case expands into a multi-state pursuit of Pilate, a violent drug dealer who leads a gang called the Disciples. The search brings Davenport into contact with various subcultures including street kids, travelers, Juggalos, and crust punks.
The trail leads through multiple states and gatherings as Davenport works to track down Pilate and his followers. The investigation tests Davenport's skills as he navigates unfamiliar territory far outside his usual jurisdiction.
